- Binary Brill ranks first: custom voice agents on your own phone stack from $25/hr, with a $5,000 minimum and full code ownership.
- Master of Code for enterprise IVR: a conversational AI specialist since 2016 with 20% of its AI work in voice and speech, from $25,000.
- Azumo and BotsCrew by fit: Azumo offers a packaged voice agent from $500; BotsCrew has 40 reviews at 4.8 across voice and chat.
- Voice is not chat: latency, interruptions, misheard numbers and clean handoff decide whether callers stay on the line.
- Budget for running costs: speech, model and telephony are billed per minute, so get a per-minute estimate before you sign.
The best voice AI development companies in 2026 are the teams that can put an AI agent on a real phone line, keep the conversation fast enough to feel natural, connect it to the systems that hold your bookings, orders and accounts, and pass the call to a person the moment it should. We reviewed more than 20 firms that sell voice AI development and ranked the 10 with the strongest mix of voice delivery, telephony and integration skill, verified client reviews and clear pricing.
Binary Brill ranks first for small and mid-sized companies that want senior engineers to build a custom voice agent on their own phone stack at offshore rates. Master of Code Global is the pick for enterprises replacing a legacy IVR, Azumo offers the cheapest way to test a voice agent on a modern open stack, and BotsCrew suits brands that want a well-reviewed conversational AI partner across voice and chat. What most other lists miss is that voice is a different engineering problem from chat. Latency, interruptions, misheard numbers and clean human handoff decide whether callers stay on the line, so we scored those skills as heavily as model know-how.
Top 4 voice AI development companies at a glance

| BotsCrew | San Francisco, USA | Brands that want voice and chat assistants from one partner | 8.9 |
How we scored these voice AI development companies
We scored every company on seven weighted criteria built around one question: can this team build a voice agent that real callers will tolerate, inside your real phone system and business software, and that hands off to a person cleanly when it should?
A voice agent is not a chatbot with a speaker attached. On a call, the agent has to transcribe speech in real time, decide what to say, generate a voice reply and play it back, usually inside about a second, or callers start talking over it. It has to cope with background noise, accents, people interrupting mid-sentence and numbers that are easy to mishear, like dates, amounts and reference codes. It also has to sit on a telephony layer (SIP trunks, Twilio, contact center platforms) and know when to transfer the caller to a human with the context already attached. Those are the skills that separate a voice demo from a voice product.
We started with firms that list voice and speech recognition, conversational AI or voice AI agents as a focus area on Clutch. We then removed firms with no visible AI delivery in their reviews and firms with too few verified reviews to judge. Every rate, minimum project size, team size, rating and focus share below comes from each company’s Clutch profile, checked on 13 October 2026.
| Criterion | Weight | What we looked for |
|---|---|---|
| Voice and conversational AI delivery | 25% | Voice bots, IVR replacements and conversational AI running in production, described by real clients |
| Voice engineering depth | 20% | Speech to text, text to speech, latency, barge-in handling, telephony and contact center integration |
| Handoff, guardrails and testing | 15% | Warm transfer to people, confidence thresholds, consent and recording rules, testing on real call audio |
| Verified review depth | 15% | Clutch rating weighted by the number of reviews |
| Voice and AI focus | 10% | Share of the business devoted to conversational AI, speech recognition and voice agents |
| Pricing transparency and entry point | 10% | Published rates and a minimum project size that a first voice agent can realistically clear |
| Ownership and flexibility | 5% | Client ownership of code, prompts and call flows, with freedom to switch speech and telephony providers |
| Total | 100% |
We gave handoff and testing a full 15% because a voice agent fails in public. A chatbot that gets something wrong produces a bad message a customer can ignore. A voice agent that loops, mishears a card number or refuses to transfer an upset caller produces a complaint, and sometimes a compliance problem. A vendor that cannot explain how its agent decides to hand off, and how it tests on real recordings, is not ready to put an AI on your phone line.
The business case is real. Gartner predicted in 2022 that conversational AI deployments in contact centers will reduce agent labor costs by $80 billion in 2026, with one in 10 agent interactions automated, up from an estimated 1.6% in 2022. In March 2025 Gartner went further, predicting that agentic AI will autonomously resolve 80% of common customer service issues without human intervention by 2029. The phone channel is where much of that routine work still lives, which is why the choice of build partner matters.
Yes, we ranked ourselves first. Binary Brill publishes this list. We scored ourselves on the same criteria, and our entry tells you exactly when you should hire someone else.

The full breakdown
Each entry below covers pricing, team, ratings, services, one piece of proof and an honest tradeoff, so you can shortlist two or three firms before your first call.
1. Binary Brill
Score: 9.4/10 | Best for: SMBs and mid-market firms building custom voice agents on their own phone stack
- Pricing: From $25/hr
- Founded: 2023
- Team size: 45+ in-house engineers, no subcontracting
- Location: Sahibzada Ajit Singh Nagar (Mohali), Punjab, India, with clients in 15+ countries
- Rating: 4.8/5 on Google Business Profile
- Minimum project size: $5,000
- Core services: AI voice agents, chatbots, agentic AI systems, AI process automation, LLM apps, custom software
Binary Brill is a software and AI development company with more than 45 in-house engineers in Mohali, India. We build AI voice agents for inbound and outbound calls: agents that answer the phone, book and change appointments, read out order or account status, send reminders and hand the caller to a person with a summary when the call needs one. Every engineer on a project is on our payroll. We do not pass work to subcontractors.
Our clients are mostly small and mid-sized companies across 15+ countries, and we plan working hours so there is real overlap with each client’s day. Projects start at $5,000 and rates start at $25/hr, which puts a first production voice agent within reach of companies that most firms on this list would turn away. The client owns the code, prompts and call flows from day one, and we build on providers you can swap later: Twilio, LiveKit or SIP for telephony, and speech engines such as Deepgram, Whisper, ElevenLabs or Azure Speech.
We work in two-week sprints with a working demo at the end of each one. For voice, that means you hear the agent on a real phone number early, with your own call types, rather than reading a slide about it. A senior engineer replies to every client message within one business day.
Key services
- Inbound voice agents for call triage, bookings, order and account status, and routine questions
- Outbound voice agents for reminders, delivery updates, payment prompts and callbacks, with calling window rules
- Telephony integration through SIP, Twilio or LiveKit, with recording, consent capture and fallbacks for dropped audio
- Warm handoff to staff with a call summary, triggered by confidence thresholds
- Integration with CRMs, booking systems, ERPs and helpdesks so the agent acts on live data
- Voice and text assistants from one codebase, alongside our chatbot development work
How we’re different from the others on this list
- The lowest entry point on the board. A $5,000 minimum and rates from $25/hr let a company prove one call type before committing to a programme. Most firms here start at $10,000 to $50,000.
- Senior engineers, all in-house. The people in your scoping call are the people who build and tune the agent. There is no hand-off to an unseen subcontractor.
- We build the hardest call first. Before a full build, we put the toughest call scenario on a real phone number with your audio and measure transcription accuracy and response time. If the numbers are not good enough, you find out early and cheaply.
- Price clarity before you commit. One call gives you a likely cost range. A short paid discovery then fixes the scope and the price, so the budget does not drift once the build starts.
- No platform lock-in. Code, prompts, call flows and evaluation sets belong to the client. Speech, voice and telephony providers can be swapped as prices and quality change.
The problems we’re hired to fix
1. Callers stuck in a press-one, press-two menu. Old IVR trees force callers through options that rarely match why they are calling, so they hammer zero to reach a person. Our fix is a voice agent that asks what the caller needs in plain speech, resolves the routine requests itself and routes the rest to the right team with context. The measures we track are containment (calls resolved without a person) and transfer rate.
2. Agents that talk over people or pause too long. The cause is usually a pipeline with no latency budget and no barge-in handling. We set a response time target per turn, stream speech in and out, let callers interrupt, and confirm names, dates, amounts and reference numbers by reading them back.
3. Hours of manual, repetitive work every day. Staff spend their day on reminder calls, status checks and copying call notes into other tools. We automate the predictable parts and log every call to the systems the team already uses. One recent AI automation build saves the client’s team 5 hours of manual work per day.
| Control | What it prevents |
|---|---|
| Latency budget per turn | Awkward silences and callers talking over the agent |
| Read-back confirmation | Wrong dates, amounts or reference numbers being saved |
| Confidence thresholds and warm transfer | Upset or confused callers stuck with the agent |
| Recording, consent and per-turn logs | Compliance gaps and failures nobody can trace |
4. A vendor quote that keeps growing. Open-ended estimates make voice projects hard to approve, especially when per-minute running costs are unclear. Our paid discovery fixes the scope and build price, and we estimate speech, model and telephony costs per minute before you commit.
Projects that show how we work
AI automation for an operations team. The client’s staff spent a large part of each day on repetitive manual processing. We built an AI automation system that takes over the predictable work and passes edge cases to a person. Result: the team saves 5 hours of manual work per day.
Science and Mind, life sciences marketplace. The platform needed several connected workflows in one product: matching clients with experts, ordering lab services, searching a research database and handling payments. We built it end to end. A voice agent relies on the same plumbing: it has to look things up, take an action and confirm it in real time.
OrbiSim, eSIM platform. OrbiSim serves both travellers and travel agencies, so the product has two kinds of users with different journeys and rules. Voice agents face the same design problem when one phone number serves customers, partners and staff. You can see more of our work, including eVera, NIC Paints, Prime Selection and Jim’s Group, in our project portfolio.
Pricing
Rates start at $25/hr and the minimum project size is $5,000. A single call type, such as appointment booking with one calendar integration, sits at the lower end. Agents that handle several call types, multiple languages, outbound campaigns or strict compliance rules cost more. Running costs (speech to text, the language model, voice generation and telephony minutes) are separate and depend on call volume, so we estimate them per minute during discovery. See our pricing and engagement options for more detail.
When to pick someone else
- You are an enterprise replacing a large legacy IVR and want a vendor with a long conversational AI history and a big enterprise client list: pick Master of Code Global.
- You want a very small paid test before any custom build: Azumo lists a packaged voice agent offer on its Clutch profile.
- You need a European partner for a bank or regulated business with a long review record: pick Deviniti.
- Your voice agent is one feature of a larger, well-funded AI product: Markovate splits its agent work evenly between voice agents and agent frameworks.
Tradeoff: Binary Brill was founded in 2023, so our track record is shorter than most firms here, and we do not yet have a Clutch review profile to compare like for like.
2. Master of Code Global
Score: 9.2/10 | Best for: Enterprises replacing legacy IVR with conversational voice
- Pricing: $50 to $99/hr
- Founded: 2004
- Team size: 50 to 249 employees
- Location: Winnipeg, Canada
- Clutch rating: 4.7/5 from 37 reviews

The company has done conversational AI work since 2016 and builds on a range of chat and voice platforms.
Its client list leans enterprise. Half of its Clutch client mix is companies with more than $1 billion in revenue and the other half is mid-market, with names like T-Mobile, Electronic Arts and Burberry. That makes it a natural fit for large brands that need a conversational design team, not only engineers.
The firm also holds ISO 27001 certification, which helps when procurement teams ask how call recordings and customer data will be handled.
Key services
- Voice bot development and IVR replacement
- Conversational design, personas and dialogue flows
- Telephony and CRM integration
- Generative AI and AI agent development
- NLP training, testing and optimization
Proof: A consulting client hired Master of Code Global in 2025 to replace a legacy IVR with an AI voice bot. The team migrated sign-on and account information functions, integrated the bot with the client’s CRM through a REST API, handled telephony integration and built the NLP setup with SoundHound. The reviewer rated the project 5.0 across quality, schedule, cost and willingness to refer.
Tradeoff: The $25,000 minimum and enterprise focus put it out of reach for a first small voice pilot, and its public voice review does not share hard numbers.
3. Azumo
Score: 9.0/10 | Best for: Low-cost voice agent pilots on an open, modern stack
- Pricing: $25 to $49/hr
- Founded: 2016
- Team size: 50 to 249 employees
- Location: San Francisco, USA, and Rosario, Argentina
- Clutch rating: 4.9/5 from 27 reviews
- Minimum project size: $10,000

Azumo is a nearshore AI and software firm with its main delivery team in Argentina, which gives US clients close time zone overlap at rates below most US shops. Voice is a clear part of its agent practice: its Clutch profile puts 40% of its AI agent development focus on voice AI agents.
What stands out is how Azumo packages voice work. Its profile describes a voice agent development package starting from $500, built on LiveKit, Deepgram, ElevenLabs and Twilio. That is an open, swappable stack, and the package gives buyers a cheap way to hear a working agent before funding a larger build.
Its wider engineering bench covers machine learning, NLP, computer vision and custom software, so it can also handle the integrations a voice agent needs.

Proof: For Leo Burnett in Australia, BotsCrew built a car launch assistant with an AI-generated voice, available on Facebook Messenger, the client’s website and Google Assistant, and kept latency low across several integrations. In a separate Clutch review, a lead generation company said a BotsCrew build automated more than 90% of its RFI responses.
Tradeoff: Its published voice work is assistant-style rather than phone-based call handling, so ask for telephony references if you need an agent on your phone line.
5. Markovate
Score: 8.7/10 | Best for: Funded companies building voice agents into larger AI products
- Pricing: $50 to $99/hr
- Founded: 2015

How to choose a voice AI development company: 6 questions to ask before you sign
The right voice AI development company will answer these six questions with specifics from past projects, not general promises. Use them on every shortlisted firm.
- Can we hear a voice agent you built on a real phone line? A good partner will give you a number to call or a recording of a live call, not only a video. Listen for pauses, how it handles interruptions and how it confirms details.
- What response time do you target per turn, and how do you measure it? A strong answer names a target for each conversational turn and explains where the time goes: transcription, the model and voice generation. Vague answers usually mean nobody has measured it.
- When does the agent hand a call to a person, and what does the person receive? Look for confidence thresholds, rules for upset or vulnerable callers, and a warm transfer that passes a call summary so the customer does not repeat themselves.
- How will you test it before it talks to customers? The best answer involves testing on real or realistic call recordings with your accents, noise and edge cases, plus a scored test set that is re-run after every change.
- What will each minute cost to run? Speech to text, the language model, voice generation and telephony are all billed per use. A good vendor gives you a per-minute estimate at your call volume before the build, not after launch. Our AI development cost guide breaks down the build side.
- Who owns the code, prompts and call flows, and can we switch providers? You should own everything and be able to move between speech, voice and telephony providers. Our guide on how to choose an AI development company covers contract terms in more depth.
FAQs
Who is the best voice AI development company?
For small and mid-sized companies that want a custom voice agent on their own phone stack, we rank Binary Brill first, from $25/hr with a $5,000 minimum. Enterprises replacing a legacy IVR should look at Master of Code Global, and teams that want a cheap pilot should look at Azumo. The best choice depends on your call volume, budget and how much integration the agent needs.
How much does voice AI development cost?
Among the firms on this list, rates run from $25 to $99 per hour and minimum projects from $5,000 to $50,000. A single call type with one integration sits at the low end, while multi-language, multi-call-type agents with contact center integration cost far more. Budget separately for running costs, which are billed per minute for speech, model and telephony usage.
How long does it take to build a voice AI agent?
A focused voice agent that handles one or two call types can usually reach a working pilot in a few two-week sprints. Adding several integrations, outbound campaigns, more languages or strict compliance rules extends that. The fastest route is to build and test the hardest call first on a real number, then expand.
What is the difference between a voice AI agent and an IVR?
A traditional IVR makes callers choose from fixed menu options by pressing keys or saying set words. A voice AI agent understands natural speech, can answer questions, take actions in your systems and hold a back-and-forth conversation. It can also decide when to transfer the caller to a person and pass along a summary.
Should we build a voice agent in-house or outsource it?
Build in-house if you already have engineers with real-time audio, telephony and AI experience and expect voice to be a core, long-term capability. Outsource if you need a production agent quickly or lack those skills. Many companies outsource the first build, then take over ownership of the code once the agent is stable.
